The FUPROJOB4PAPER project aims to develop a just transition pathway for the sector, while also increasing its visibility and attractiveness particularly among younger generations. This first regional workshop focused on the specific challenges faced by Southern European countries, as well as on innovation opportunities such as hydrogen, biomass, electrification and artificial intelligence.
The workshop, organised together with Cepi, was opened by key representatives from trade unions and industry, including Luciano Palacios, General Secretary of FSC-CCOO; Julián González from UGT; Jori Ringman from Cepi; and Manuel Domínguez from ASPAPEL.
As keynote speaker, Gerardo Gutiérrez Ardoy, Director of Spain’s Public Employment Service (SEPE), presented the country’s Second Strategy for a Just Transition. He also highlighted ongoing efforts to improve the integration of migrant workers into the Spanish labour market.
Participants also received an update on EU policy developments from Miguel García-Jones Head of Cabinet of Commissioner Wopke Hoekstra. The discussion covered the Industrial Decarbonisation Accelerator Act and upcoming climate legislation at European level.
A dedicated Southern European roundtable brought together representatives from Spain, Portugal, Italy and Turkey. Participants exchanged views on common challenges in the sector, including increasing heat stress affecting workers, difficulties in accessing raw materials due to rising prices and wildfires, and the growing impact of artificial intelligence in industrial processes.
The programme also included a site visit to the International Paper plant in Fuenlabrada. Participants were able to learn more about recent investments, particularly in a facility where nearly 100% of the feedstock is derived from recycled paper, highlighting the sector’s potential for circularity.
On the second day, an interactive session facilitated by House of Co-Design engaged participants in exploring possible extreme scenarios for 2035. Working in small groups, trade union and employer representatives developed recommendations to ensure a fair and sustainable future for the sector.
The next workshop will take place in Gernsbach on 29–30 September. Looking ahead, the project partners aim to develop a joint political position next year, with the objective of engaging policymakers and shaping the future of the pulp and paper industry in Europe.
